If, in 1925 Captain James, and Admiral Pound in 1928, had not questioned, by doubting the professionalism of merchant ship Masters ability to obey simple commands were they to be in a convoy; then perhaps many hundreds of ships; thousands of tons of cargoes and, more importantly, the bones of tens of thousands of merchant crews - from many nations - would not be on the sea bed. The "professionals" in the Royal Navy had learnt nothing from the First World War when 1 in 4 merchant ships, thanks to the resistance of the R.N to form ships into convoys, were lost.. What did they do with those inter war years? played fantasy set large battle engagements between battleships; had picnics and went on publicity jaunts to anywhere where they could hold a party By the end of the war it was not uncommon for well over 100 merchant ships to travel, by day and night, in convoy - close together, without steaming lights and obey even the most complex signal.
